Speaker Bios:
Megan J Hebert is CEO and owner of Specialized Collection Systems, Inc. (SCS) and thrives on the diversified roles and responsibilities that she encounters daily. During her decade spent within the healthcare RCM industry, Megan continues to find extreme value and enjoyment networking and building relationships that expand her professional community. She was honored to be named 2024 Speaker of Year by the American Collection Association, International. Megan has enthusiastically stepped up as Co-Plaintiff of a lawsuit to fight the overreach of the CFPB’s Final Rule amending Regulation V.

Porter Heath Morgan is an attorney and advisor who partners with clients to help their compliance and leadership initiatives. Heath is a third generation collection attorney who has grown up in the industry and has 20 years of in house counsel experience for collection agencies, collection law firms, debt buyers, healthcare providers and technology companies. Heath is passionate about both the collection industry and the revenue cycle industry and has spoken at many industry and healthcare focused conferences on compliance issues.

Matt Reiter is Principal at Capitol Associates, Inc. and serves as HBMA’s Director of Government Affairs. Matt has provided government relations services to HBMA since 2014. 

As HBMA’s Director of Government Affairs, he represents HBMA before Congress and federal agencies such as the Centers for Medicare and Medicaid Services. This work includes advocating for higher Medicare payments to clinicians, reducing administrative and financial burdens from programs such as MIPS, improving Medicare Advantage, cybersecurity, and other healthcare system reform topics. He co-authors a monthly Washington Report and a weekly health policy newsletter, Capitol Insights, for HBMA members. 

Matt currently serves as Secretary of the Board of Directors for the Government Relations Association (GRA), a leading professional society for government relations professionals.
